a great deal from both Germany 41] and Great Britain, observes Ad- miral Miyabara, who is now on the reserve-list. Thodévelopinent of the Japanese navy is far behind the British navy in many respects. The only thing thint the Japanese navy can speak of with any degrea of prido, says the Admiral, in the practical experience gained in the two wars with Olina and Russia. The Powers are now all seized with the mania for constructing. big ships and big guns. They were awakened to this by the wors in which Japan engaged Russia. and China. The "Satsuma,” "Ibuki" and Kurama" wore all Jaunched before the appearance of "Dreadnoughts" in the world's navies, and are to be replaced with bigger ships, which of course will cost the country very much. "The national strength of s Power is to be understood here after by the financial power of that country, so that we want pence in order to foster our financial resources," says Admiral
