FOSTERING LOCAL
INDUSTRIES.
The. Hongkongg Government, despite its fair scoming, is, in the matter of encontraging local in- dustries, a rather harsh stop- mother. THE BOXER TROUBLE. The oxperience of the Boxer emoute of 1900 has taught foreign rosidents in China' not to be in- different to local agitations of the Boxerariety, and the nows which has beon roaching Europe through Russian sourcos las doubtless croatod much uneasiness in the Cluncelleries whore the history of the beginnings of the Boxer up rising of ten years ago is still romemtured. It is strange, bow- ever, that the news of an anti- *foreign outburst at Mukden has como only through Russian sources. Proclamations, the tele- gram says, have been issued at Mukden urging the extermination of foreigners. It may, wo think, bo safely conjectured that these pro- chinations fave not been issued | with the cognizance and approval of the authorities, as they wore. in so many cases in the northern provinces, in the year 1900.
