SALE OF POSTAGE STAMPS.

COMMUNICATION FROM LORD CREWE,

The following copy of a circular despatch from the Secretary of State for the Colonies dated July 13th, epło, tegarding poitage stamps, is published for gezeral information:-

The Right Hou, the Earl of Creme, K.0, to Governor Sir Henry McCallum, b,c.1.G.

Sir, I have the honour to inform you that my attention has recently been called on several occasions to disputes and irregularities in vari ons C own Colonias arising in connection with' the sale of postage stamps to persons who deal in them for purposes of trade,

The more serious difficulties which have re- cantly been experienced hava best connec od with inues of suicharged stamps. Asteption was called to the objections to such issues in Lord Ripon's circular despatch of August 18, 1893, in which it was pointed out that su charg lng abould be unnecessary if proper care is laken to maintain a sufficient supply of stamps, i concur in this view, and, with the object of avoiding such issues for the fatore, 1 bare decided that the Officer Administering the Govermest, the Colonial Secretary, and the Colonial Postmaster of the various Crown Celonies and Frotectorates thould be held collectively and individually responsible for eaturing that an adequate stock of stamps is kept in the Colory or Frotectorate, and for ordering, a fresh supply as soon as the stock
