THE MACAO PIRATES.

·A TERRITORIAL 'QUESTION.

Peking, July 27, An interesting situation has arisen in counse tion with the Kolowan incident which, otherwise, is closed. The Chiness expect that forty pirates who have been captured on thelsland of Kolowan will be handed over to them, on the ground that they were apprehended in Chinese territory and that the kidnapping of the twenty rescued Chiocie, which provoked the incident, occurred. to China. ........

It appears that Chinese gun-boats offered to co-operate with the Portuguese, but the latter refused in view of the territorial dispute, and of the fact that hitherto the Partagonie have policed Kolowan. The relations of China and Portugal are, however, most fileddly.

CONFERENCE AT PEKING. According to Chinese dispatches Princo Teri Hsia recently proceeded to examine the works on the Imperial mansolea and Admiral Sab urged bis return to confer with him on the Kolo- was affair. The admiral telegraphed an order to Tratal Wei Man in Canton to deal with ths situation. It is also stated that the President and Vice-Presidents of the War Ministry, Prince Yu Lang and Admiral Sáb have held close conferences on the affair, and the latter fearing that the Chiness men-of-war may retoit to hostilities, proposed to proceed to the spot him self and cope with the situation—N, C~ D. ALGIERS OF THE EAST. it appears that the Monte Carlo of the East is ambitious to shine also as its Algiers of the East, of Algiers was in the good old days before Lord Ermogth put an end to one branch of its activities. There has been a good deal of com plaining and cavilling against Chine on account of the operations of pirates on the West River, and a good deal of capital has been made out of the fact that China bad been unable to sup- pross this scourge, which was said to be des- troying the commerce of the river. We have before recorded the placing of four new river guaboals on the waters of the Canton Delta in order to cope with this evil, but the difficulties with which the Chinese Government has to cope bave never been realized`until this week, when it transpires that the principat

The strength of this band of desperadoes may be gauged from the fact that for a week the Portuguese authorities have been bambarding the stronghold and only succeeded in dislodging them affer band to hand fighting and the loss of quite a number of lives on the Government side. It is scarcely to be wondered at that, the Danton autbarities have had difficulty in suppressing piracy when the pirates could claim foreign protection. It is not difficult to imagine what
