SIRPAUL CHATER'S. PROTEST.

THE POPULAR VERDICT.

We take the following description of the race for ilia Champion Sweepstakes, which was rum at Shangbai on the 5th inst, from the Shanghal Timer of 6th lust, ji g.

The third day of the Spring Race Meeting *was marred by an untoward event which' resulted in the disqualification of the windar of the Champion Sweepstakes, but otherwise a very enjoyable day's sport was served up. The conditions were better than sin any; of the two preceding days, for raio held off nud, underloot it was a great deal harder and drier. The course was ou the heavy side considerably, but none the less it was infinitely better than yesterday ur Tuesday. Of course, fast times were not expected on a beary course, but moy of the ices were very closely contested, and provided the „pecintors with ample subject for compent. The utica- dance was very large, particularly in the afteranen, and there were many, ladies antog the large throng. Many beautiful gowns were "displayed, but un the who'e quiet tints prevail- ed, the weather being too unsettled to tempt the majority of the ladies to wear 'heir-spring" frocks. All the stands were well filled duing the day, but the old Members Stand' was by far the most patronised. F

THE FIRST PRIZE", The various sweeps and puri-mutuels were later than for many years, and the big Cham- pious, sweep fist przi muuted to over $38,cap. la connechos with the Champions it in to be greatly regret ed that the pony which passed the post flat was disqualified for illegal. ly crossing in frogs at Spring Rose, which pony finished second. It is perhaps

neces-

sary to remark that 10 all who witnessed the incident it was apparcut that if any loul was committed the fault did not lie in the intention of the rider of Marbles. Mathies was in the leading bunch for the list, half-mile and bad set the pace very fast. Finishing down the straight he was fully extended and, at eived, right across the coutise, passng in root of Spring Rose, who was ti shing strongly well 'on the outside. Whipsher, this movement, which did out benefit Marbles, exqapi in so far as it might have intelleted with spring Role, really prevented Mr. Buxcy's poỵ liom win Dick is a mon puint, but the Stewards were called upon to consider an objec tion raised by Mr Buxy. After some little time, during which the parisnutiels paid out on Marbles, the pinwardi accided to uphold the objection, and Marbles, in cocHQ:RECT, was disqualified The pecurrence is all the mare regrettable in view of the fact that the assembled multitude evinced their appreciation of Mr. Fash's, victory most pronounced fashion. As the pony was led past the stand, owner and Jockey received a great ovation, and the sympathies of all who have followed the sport will be extended to both of them of Tcourse, the 'stewards were in the best position to decide upon the question raised and we have no doubt that their decision is a.just one. The supporters of Spring Rose, have been uakindly treated by Dame Fortune, for though the race has been officially won by this peny, he pari-in atuels paid out on Marbles, as the rules direct they should.

THE STRUGGLE AGAINST ALCOHOLISM.

It will be a surprise to many that in the Voi- ted Kingdom, as statistles prove, more.beer- {s drunk per head of the population than in Ger many with all its Bavarian glory. In both countries there is a decided tendency towards. greater Lobriety; the consumption of beer falling, during the last 10 years, from meat 15. 143 to 124 liters per head in Great "Britain, and from tag to 11 liters in Ger many, while there was also a similar fall fa the consumption of alcoholic spirits, 'Still both ountries stand at the top of the list as regards their drink bill, Whether legislative measures

of increased excise duties may help to reduce the consumption of alcoholic beverages still further, is an open question.. The Home Secre Lary of the German Empire, Dr. Delbruck, declared in the Diet on March 4th, that in this respect out much may be hoped, from stale interference, whereas a great deal has been accomplished already by the grow ing losight of the labouring classes and by the agitation of anti-alcoholic sociaties. I | is, indeed, very semickable, that at the sams time when Germany and Great Britain ad. vanced ju the right direction, the United States of America' despite their temperance legislation wont steadily the opposite way as regards batir their beer and their spirits con sumption. The argument that bigber pros perity invariably brings will it a larger coo- sumption of alcoholic spirits is by no means borne out by the facts. There was a decided fall observable in Germany in the workmen's pe.centage of expenditure for drinks with the increase of wages while: in' America we find the very opposite, the cost of alcoholic drinki absorbing only 27 per cent. of income of this lowest class, and 2.5 per cent. of ́that of the best paid labourer. The ct seems to be that in Europe the tendency of the times is favour- able for a seduction of the drink bill. Even in Russia the sale of distilled waters during the year 1gog shows a falling off by about two per cent from that of the previous year, despite the splendid harvest and the higher wages of the labouring classes.

The success of the afternoon, however, was marred by the entree in the Champions, Maibics win was, without doubt, the mos popular victory that has taken place in this race for many years, and it will have caused many bosides his owner the keenest disappointment o learn that an objection had been laid agains: For the Champions-Sweepstakes, the most the win in favour of Spring Rose (owner, Sir Important ence of the Meeting fifteen posies Paul Chater, of Hong long, with Mr. C.
