Hongkong, pist October, 1909. Dear Sir-With reference in the Black Cross which was hoisted and tree bombs which were fired on Tuesday indicating t those who were interested that the wind was likely to increase to typhoon force, we would like to draw your attention to the fact that those who were most interested, vix the various masters of vessels anchored in Kowloon Bay and elsewhere, had not the slightest idea that these signals were
exhibited.
The difficulty lies in the existing position of the local Typhoon Signals which are not visible from Kowloon at all..
We'wish to ask you if you would use your influence in arranging with the Fibngkong and Whampoa Dock Co., so that the signals may for the future be boisted at Kowloon on the bill behind the No. Dock. This would he greatly appreciated by shipping men, for the reason that when we most require information we, as account of having to leave oure moor ings for shelter, are out of range of those la the Harbour. The ambition 'of the Porte. is to encroach Los Chinese territory gnesa and extend the boundaries of Macao with the hope of secking commercial advantages Macao is really not an important trade centre: the revenue of the Colony is almost entirely derived from the gambling and opium farms, and from the people of the underworld. The money thus collected by Macao is almost wholly from the people of South China. If wò Chinese can all abstain from visiting Macao and not stake our money at the pleasure resorts there, the collection of revenue by the Colony will cer tainly show a considerable decrease,
