Two Kwang Provinces.

"WARNING OF DANGER AND LOSS.”

MISCHIEVOUS PLACARDS.

The following notice professing to be an appeal issued "by the people of Kwangs Frovince has been printed and is balag widely circulated among students and others, saya the N.-G. Daily News. It it entitled "Warning of Danger and Loss of the Liang Kwang" and appeals in moving terms to its readers. The opening sentences declare that China's end is approaching, as the Powers have do manded fosocial supervision as well as adminstrativa contral in China. The reason, it contiques, in, that finances are the vital essence of a nation, and administration the sovereignty ofa country. Should these be in foreign bands, China will share the fate of Egypt and Koras, and her people will receive the designation s'slaves of a dead country." The appeal says that this may have been foreseen since the con- clusion of the compact by the four Powers. In terest and rights in Manchuria oro devoured by Russin and Japan and the Japanese conven tion is opposed by the United States alone, who adopts this action to protect her commerce in Chios, and not through any love for the coup try. The circular appeals to the patriotism of the people to live and die with the two Kwang provinces. It then says that France and Ger- many bave demanded railway ri his in the whole province of Kwangtung, and also for permission, to station troops in Nansing, that the Government date not refuse these demands and Governer Chang is quite helpless. This has caused moth agitation in men's minds. and military drills have been instituted in the normal.schools, in the Jung-hsien district a

"DARK DEATH BOCIRTY"

has been formed as a result. Germany's ac tion is prompted by the Manchurian complicas tion and the fact that the Powers will carry out a partition polis, which will be proclaimed after it has been decided at the session of the Hague Conference Dext spring. France is com marking out the twn Kwang provinces and asks to station troops at Nanning, so as to be quite prepared when the moment arrives for partition Will, our blood, brethren await death with folded hands or will they stand to save the country? We know as heroic men, they will not submit:quietly to death." The appeal then says that France has mobilized 200,000 African (sic) troops in the Tonking Day brand has dispatched 5,000 of them to Lubgchow

with an intent to enter Nanping.
