Canton, txth November, The Viceroy is la receipt of a despatch from the Ministry of internal affairs at Poking with instructions to enforce the regulations respect. Ing the fasue of the licences required to be taken out by oplum merchants and levy fee on such licences which are to be re newed annually. Thnie merchants dealing in apiam with a capital of $10,000 m ovar ar: 'ch lequired to pay 36 annually 41 fees for their licences; those with $5,000 of over are to pay, 5, and those with less than $5.000, $1. Aby merchants found dealing in oplum without the decessary Reences are to be arrested and punished. The number of opium firms existing should be limited and not be allowed to increase in fature. All registered oplum merchants are required to report to the officials every month the amount of oplum.sold. OPIUM SMOKING OFFICIALS.
By order of the Viceroy, the Canton Govern. mept Anti-opium-Bureau bas called upon fifty- six petty officials to present themselves at the Bureau to be examined If they are still addicted to the habit of opium smaking. Should any of them fail to appear with the latention of evading the examination they wit be punished and discharged from office.
