During the last forty-eight. hours the fire brigade was called out on two occasions-once on Saturday last and once on Sunday. In each case a chimney fue had taken fire in Des Vieux Road Central, but the services of the brigade were not required, as the blaze had been ex linguished before the arrival of the fire-fighters. The damage done was trifling.

PROBABLE CAUSE OF THE EXPLOSION. In an interview with a representative of the Onaka Mainichi, Lieutenant-Colonel Sawa, of the Osaka Military Arsenal, who visited the scene of the disaster, gave the following opinion on the cause of the explosion-

From the beginning the provisions of this Edict have been ignored. For from davoting himself exclusively to the duties of the Foreign Offct, Prince Ching has persistently ignored that office. The condition of the Wai-wa-pu has been a porennial subject of adversa com-> ment. It became a saying that the only change between the old Tsungli Yaman and the modem_Wai-wa-pu was, en alteration. In the shape of the table at which the Ministers `sat. The Foreign Office had no authority; it at- tempted to exercise an authority. It was simply a bureau of transmission.. Dispatches from foreign Ministers lay undoswared for months.

THE DOWNFALL OF YUAN-SHIB-KAJ, "From this position, as was pointed out in the Timer of September 22nd, 1,08, the Wal- wu-pu was torcued by the ability and energy of Yuan Shib-kai, its Assistant-President, who had no foar of accepting responsibility, whose name carried immense weight in the provinces, who was backed by the prestige always as- sociated with the Viceroyalty of the Metropoli tan Province. His dismissal not only removed from office-a-giatesman-who-bed-rendered- signal service to the empire, but it shook the confidence of other aspirants for office and ren- deted the position of Minister in the Wai-wa pa ong not to be ovied.

"Since the downfall of Yuan Shih-kaj the Waiwapo has relapsed into its former state of Incapacity, and for this Prince Ching in to blame. Amiable but corrupt, he has for a generation stood for all that is worst in Chipaac officialdom. All stories tell of his rapacity, his greed; his unscrupulous sale of office, hitlu- difference to the affairs of State. His wealth is enormous, yet no generous or charitable action has ever been recorded in his favour. Every now Minister in overy office of amolument has to pay him toll.
