In the methorandum attached to the Bill, the Attorney General explained that, the section referred to gave power to the Governor in Council to make Regulations for the pre vention of expectoration is public places, Eighty of the leading Chinese having formed a society for the total suppression of the habit by educational and persuasive meaus," and undertaken to conduct an "anti-spitting campaign with energy, darnestness and auccess; it is connjdared that the object gough! can be better achieved in this way than by legislation.
H
His Excellency, the Gaverner said:-The memorandum attached to this Bill describer with sufficient accuracy the object of its intro duction. It will be remembered that the clause which it is now proposed to repeal met with considerable opposition in Council, but no al ternative was proposed which would offor any prospect of checking the insanitary and dis case-producing habit against which this clause was directed. It was suggested that notices should be posted, and spiiloons provided, and these steps were taken; but it is inevitable that methods such as these should soon . become a dead letter. The clause gave power to make rules not to prohibit spitting altogether betto regulate it in public places, and I may observe that it was never my intention that any such regulations should be of a harsh or drastic nature. I considered that in market where food is exposed for sale, expectoration, except into proper receptacles, might be prohibited, but that elsewhere action should only be taken, by way of sammons in aggravated cases, and poly European constables should be empowered to arrest, and he would be instructed not to do so as a rule unless a previous warning had been neglected, or in the case of powcomers_up. familiar with the law.
