HONGKONG BANK:

NEW BUILDING IN SHANGHAI

For some time past it has been known that the Hongkong and Shangbai Bank intended to open a branch in Hoogkew, says the N. G. D. Nawr. In all probability the branch will opt be open for business until after the hot weather, but already the spacious three-storeyed build.. ing, in which it will be housed, is nearing com- pletion. This building, the architects of which are Mears. Scott; Christie and Johnson, accu- ples à prominent position. Standing, on the triangular black bounded by Broadway, Seward and Tiendong roads it considerably improves the focality, as the builders have curtailed the width of the bank, and have utilized the space thus gained for footpaths. This enables a batter view of the building to be obtained, and the architectural meritsstand out in greater relief than they would if the building had been erect ed in narrower streats.

A CRIPPLED INDUSTRY." Some days ago we described a few of the highly desirable changes which have lately taken place in Barbin, where the authorities have been busily opgaged-in-ridding-the-com-leaving for Europe, and Mr. H. J. Craig-was-22 Hall and Holtz Ld.

munity of the körde of undesirables who settled down like vampires on the place after the close

of the war

As we have sald Harbio in now pretty clear of those harpies and the authorities are dis. playing a commendable determination to keep it so, as a certain individual who is now in Shanghai has lately learned, we believe, to his

cost.

The personage in question, who was at our time connected with the Alhambra, want up to Harbin some little time ago and set up * gorgeous gambling establishment where roulette-playing went an nightly to the accom paniment of singing, dancing and other allure ments--for a while. The Russian police warn od bim that he would not be allowed to cOD. tiane his nefarious calling but our enterprising friend, profiting by his Alhambra experience, replied that Harbin was an international settle. mont, that he was under Spanish prolaction and that the Russian police might go to Jericho. The matter was referred to l'eking, where the gambler's claim to Spanish protection teems to have been recognised, for be continued to keep his establishment open in defiance of the police. and a Spanish Consular official opened an office in town to which the Police authorities were referred in connection with any complaints they. had to make regarding the 'resort.

But the Russian police; with all their faults, are pretty reinlate when they take the suppression of any institution to hand, and finding they could not close up the place by force they hit on a plnu for making the proprie- tor realite that it would no longer pay him to keep it open, It was very simple. They merely stationed two befty Cossacks at the door, with instructions to stop everyons attempting to. enter and ascertais bis nationality before allowing him to pass. The Cossacks appear to bave performed this duty to admiration. Our inform at tells us that for the two or three days during which the resort remained opan after the adoption of the plan scenes like the following were of constant occairesca. A would-be patron would approach the door and try to enter but would be promptly halted by the Cos 'sacks with a sharp "What are you?" "Ivab "Ivanovitch" the reply, perhaps, would be. ̧*"What nationality!! would be the Corracks' next question, and when the answer "Russian" was given the guardians of the door would give the curt order "Gɔ away home about your business and do not let us see you bera again or you will be put in gaol,” And the klot was never onglected or disputed. Should the answer to the Cossacks' Grat questipa·bs | "British," or "American," or "French," or "Garmin," or the name of any other nationality, the Dossacks insisted on stolög the papers of the applicant for adœlitupce before allowing him to pass, and in nine cases out of len this condition was effective, in keeping him out of the place altogether. The expedient WAI COM? pletely successful, and in a very brief space of time the promoter of the pretty little enterprise Concluded that the game was not worth the esadle, that roulette was/n- fioishod Industry fo 15 tbin and that it would be best for him to 'soek s mora pepmlslag field of interprise.
