A complete, surrender was made to provincia! agitation, and virtually the Government, which is responsible for the security of the loan of BAR'S00,000, has washed its bands of the business. Chinese engineers are building the line; and although, by the terms of the loan agreement, the services of a British consultative eoplueer, who has remained in Shanghai all- 36 the time, have to be engaged, no attempt has been made by those in charge of the lion to benefit by his advice, nor until a few weeks ago was he even allowed to inspect the railway.
