Yu Shik-mui, the special commis. sioner to Japan, has again submitted a memorial against the granting of constitutional government.
In that memorial, the commis- sioner characterises the action of the people in the stand they made for the redemption of the Shanghai Hangchow-Ningpo railway and in urging for the institution of a parlia ment asinsano.
-The memorialist also represented that if constitutional government is granted, it will inevitably lead to a rebellion.
To-day another mediisg will be held by the same Society to complete arrangements for the Corrying out of the intended exhibition.
CANTON RELIEF FUNDS.

already received by the Central Relief Com
mittee from subscriptions amounted to $139,700 including 342409 from Hongkong and $9.300 from Macan. The total expend ture up to the same day for 'provisings, etc., which bays been distributed to sufferers and for other expenses amounted to $84,000.
