HESE DOCKS are conveniently situated in Yokohama barbour and the attention of Captains and Engineers is respectially called to the advantages offered for Docking And repairing Vessels and Machinery of every description.
The plant and tools are of recent patterns for dealing quickly and cheaply with work and a large stock of material is always'nt band, (plates and angles all being tested by Lloyds' surveyors).
Two powerful Twin Screw Towboats are, available for taking Vessels in or out of Dock, and for taking Sailing Vessels lo or out of the bay. The floating derrick is capable of lifting 35 tone.
During the pair few weeks considerable al- tention has been drawn to the proposal that the Central Government should take over foll control of the Chinese ImperialTelegraphs Fad convert them into an official department. The establishment of telegraphic communica tion in China begins only with the year 18847: prior to which date important messages or orders were signalled to remate regions by means of beacon fires lighted on towers: ant it is easy to understand that while she towers were few in sunbar the iguals, ware not always comprehensible. Danish Great Northern Telegraph Company, which has left its mark on the whole system in the seven Danish experts' who are: now the only Europaans employed in Chinese telegraph operations, constructed the first line from Peking to Shanghai. Considerable difficulties were experienced in those early days in preventing the country people from tearing up the poles for firewood and stealing the wire to make sails The like difficulty is not un-i known to railway enginesie at the present day and it was only checked in the case of telegraphs by imperial decrees attached to every post, threatening offenders with instant decapita- tion. In due course, however, Shanghai was linked up, first with Tonking, then with Bas- kow, and gradually the wires spread over the Empire until there are now more than 36,000 miles of them, connecting nearly 400 offices,

Between complaints abroad and complaints at home China has abundant excuse for drastic action, even at the expense of the apparent injustic of compulsory 'acquisition of the Telegraph Company's sharei" from their present holders. There is no doubt that the service might become a valuable asset to the nation both for revenne and consolida- |tion ; while its revérajon into the hands of the supreme power would be a powerful factor in that policy of centralization.which is now so clearly Peking's ideal..
