"The Tokyo Asahi in authority for the state- ment that when Mr. Loonen, of, Tokyo, was about to return to France some months ago, it was rumoured that he was going on a very im portant financial mission, including the estab lishment of a Franco-Japanese Bank and the Introduction of Franch capital amounting to about Y1,500,003 for the Toye Garasu Kaisha (the Oriental, Glass Factory). Mr Loopen, says the journal, recently returned to Japan, and his attitude gave an insight into the gloomy outlook in France regarding Japan's financial standing. When the director of the Paris Bank wa's slaying, in Tokyo at the end of last year, for the purpose of investigating the financial conditions of the country, be had an interview with the faancial authorities and rather em. barrassed them with several questions as to the redemption of national bonds, capecially the railway bonds. His penetrating inquiries have, it is alleged, placed the authorities in an awkward position. A pessimistic report he published op the result of his investigations has shown Japan in an unfavourable light, so much so that the very mention of the country created an unpleasant feeling of the.
