JAPANESE PRESS; CONNENT,

euro de devole much attention to the revolutionary outbreak in Yunnan, which is

"or

ted by the notorious Sun Yat-sen, and regard the most important of similar out it as by far breaks that have occurred in China in recent year. The Nippon, editorially treating the subject, writes that Sug must not be looked. upon in the light of an ordinary chief of brigands or desperadoes who abound in China He has a fixed principle for the pursuance of which he follows determined methods. The present outbreak in Yunnan is nothing but the outcome of the plans he has elaborated during the past ten years. Mait of the sympathisers supporters of Sun Yat-sen live abroad, and these people are ever ready to furnish him with the sinews of war or to assist him lo other ways. Herein lies the reason of the long-enduring nature of his scheme as well as the reason that his movement, thau, b'actually started, cannot be pushed home with that acti- vity and rapidity that would be possible if be had his supporters in Chios instead of out of the country. The Chinese Government, on the other hand, however hard it may strive, can hardly stamp out the revolutionary cle- mants affectually, for the reason that their'root exists out of China. Thus the revolutionary movement in China retolan its vitality in spite of the vigorous crusade carried on by the Goverom:bt.

L

|

Meanwhile, there has been a considerable accession in the ranks of the revolutionary agitators, continues the Nippon. Kwaugsi and Kwanglong are now generally conceded as the spheres of their influence, while Yusard and Kusichow, which border on the above two proi vinces, will naturally become the stage of re- volutionary activity. It would be goo exaggera tion to any that China is seething with the dis«. content of those who are not satisfied with the existing order of things to their country, and thesa people, though they may not agree with the principles and policy followed by Sun Yat-sen and his co-workers, may quite 'possibly join hands with the latter if there are prospects of success by their so doing.. Here is danger for the reigning government of Cbins. Whether or not the revolutionists will

· ultimately accomplish the end they aim at will largely depend on the time during Which the Chinese Government carries out political re- forms. If the latter in achieved before the revolutionary agitation assumes serious diman. sions it will saturally die ont, as there will be no becersity for the people lo support disorder in face of satisfaction given them. It is to be hoped, concludes the Tokyo journal, that Chias- will carry out the necessary reforms with as little loss of time na possible so that a whole male revolution, and the conarquest misery may, be averted.-Japan Chronicle,
