LOCAL AND GENERAL,

His Excellency the Governor bau proclaimed Friday, the 6th December, to be observed as a public holiday in the Colony.

THE Hartford Courant contains an editorial upon the recent case of Mr. Bethell, editor of the Koria Daily News, in which it describes the prosecution of Mr. Bethell as an illustration of British slavish adherence to the Japanese Alliance."

IT is stated that the Peking Government has sent a dispatch to H.E. Chang Ming-ch'i, Governor of Kwangsi province, that control and power of the Kwangsi Railway ought to remain in the hands of the Provincial Govern ment, in order to prevent the natives of the provinces from secretly selling in to foreigners."

When the outrage on the Sainam in An instructor of the Shang Chi College pe july, 1956, resulting in the murder of Dr. Mac. titioned 48. the Viceroy requesting him to donald, brought the subject of the safe-guard stand firm in the protest against the proposal ing of foreign shipping in the Canton Delta to. of the Ministry of Foreign Allies (Waiwupu) head, no solution ever presented itself to the to place the control of the patrol of the water British authorities that did not entail the em ways of the West River in the hands of for ployment of Chinese in the actual suppression signers. In reply, E. the Viceroy has ex-of piracy. Past experience indicated that to plained the situation to the petitioner that it is secure an afciant force of water pelice Eure China's exclusive right to control the patrol of pean officers would have to be placed in com the West River as well as all affairs in connec

mand of it, and at once the British Minister, anxious to respect Chinese sentiment, proposed that the Chinese gupbosts and launches to be used in the work should be under supervision of the Imperial Maritime Customs rather than under foreign naral officers. It was pointed out that the Customs bad for a long time main tained an efficient service for the prevention of smuggling to Canton waters, and it seemed a simple matter. for the Jaspector-Generel with Chinese co-operation, to extend this organiza

tion with her internal government, and it will by an means be placed under the control of oui siders. H.E. also stated that he has devised means to uphold that right and the petitioper need not be in fear, and should not stir up the minds of the people.
