'A RECORD OF PROGRESS.

The report of the High Commissioner of the Straits Settlements on the Federated Malay States for 1906 ia iqsued as a ̈ Blue-book and `is of the most satisfactory nature. It says that the progress of the States continues unchecked,," the revenue of the year, after providing for an railway, showing a surplus of 5. 00,000 dols expenditure of 1,271,761 duis, on the Johore"

Part of the surplus is due to the saving on establishments due to the rise in the exchange, value of the dollar, but there has also been a large expansion of the revenue under almost every head. The high price of tin. during the year led to a large increase in the receipts. from the duty on that matal in" spite of a falling off in production. With the increasing application of machinery to the lower grade. 'mines, the decline in production is not lively to be permanent, and with the continuance of a high level in prices there is no cause for alarm as to the future of the tin mining. | industry,"

All broken, chafed, and damaged Goods are to be left in the Godown's, where they will be examined on the 14th of October, at 9.30 A.M.

All Cinimă must reach us before the 18th of October, or they will not be recognized.

MARITIMES.

S of the Resident General's report for 1905, 10, 100,000 acres, and the area alienated for rubber ploring has doubled. As was anticipated in the despatch forwarding the reports for 1995; # substantial beginning has already been made in rubber cultivation in Pabang, and the High Commissioner, Janks forward to a rapid increase in the near future, in view of the comparatively, easy terms under which laod can be acquired in Pahang. The large increase in the applica tions for land has accentuated the pressure on The Revenue Survey Departments of the Stater, and the accumulation of" arrears has become serious.

The influx of labour for estate work continues to increase, but even if it were doubled there would be no lack of employment for the in-. crease, and be trusted that the new arrange- monta contemplated by the Governmrat ip conjunction with the planters would do some thing towards meeting the rapidly growing demand. The increase in the fabour population on estates renders the question of health of even more importance, than formerly, and the general body of planters fully recogolee this. They would have preferred that provision for medical attendance and hospital accommoda- tion should be provided by the Government, and were quite ready to repay the cost,

But now that they understand that the Government is not prepared to do this they are taking steps to conform to the requirements of the liw, and he did not anticipate that there would be any further trouble or causa of com plaint in regard to this matter. One of the most satisfactory features in the report is the diminution of crime in spite of the growth of popolation. The policy of departing man who' are found to be practically permanent gaol birds has no doubt assisted to bring about this result, but the excellent work done by the - police bas I also contributed to it in a large measure, NOTICE TO CONSIGNEES.
