people go there in one day, and to people who like "looping the loop," switchbacks, "bump- ing the bumps, and other fierce fun, such as you can sample at Blackpool, Conny is a'vorit-" able paradise.

Several people are reported to be fatally injured by the fire, but no one apparently was -killed entlight. Thirty firemen were hurt.

The Tokyo journal points out that foreign capitalists who are inclined to invest their. money in Japanese Bonds will probably, not be long content with the fixed rate of return for their money as the mere holders of Bonds. It is only natural that they will be tempted to lake industrial business in Japan under their own control and so gel beiter returns The benefit accruing. to Japan, from such; undertakings will be

very great, as not only does it bring in an abundant supply of money and so improve industrial works but if

also results in more skilled methods and better results. The issue of foreign Bonds is not the only means available for introducing foreign." money, and moreover the amount of money which can be introduced by this means in limited. The unsatisfactory result of the issue of South Manchuria Railway debentures lately in London may be due to the money stringency in the London market, but issue of the large amount of the war Bonds, followed by the Tokyo municipal and railway, Bonds, which has foodad the London market with Japanese stock, is largely responsible for failure. If it is necessary to introduce foreign money, contends the Tokyo journal, it is imperative to adopt some other means.

2

The coalition of Japanese and foreigners in undertaking industrial business in this country is.n means which will be found commendable. When foreigners acquire a full knowledge of Japanese mallets by experience in co-operation DOUBLE and SINGLE IRON BED with Japanese, and came to undertake business STEADS and MATTRESSES, TEAK. for the protection of agriculture. Duties are Auctioneers.

This policy not only impedes the development of industry, but also hinders the inflow of for eign money to be invested in industrial enter- prises. intending to promote industrial works in Japan will consequently be discouraged. The increased expenses of production must be borne by the manufacturers, who have thus to lose a share of this profit. So far as the present Customs policy of the Government is maintained, it is impossible to hope for in dustrial development in Japan. The protective policy will not only prevent foreign capitalists from coming to Japan with money to startATHERLEIGH, Conduit Road. Industrial works, but will ad. Japanese capi- talists to seek investment for their money in foreign lands where cheaper food and material can be obtained, The result will be that Japanese capital will be driven from this coun- try, and the law at foreign money, will ba checked. An opinion prevails that the pro- tective policy will encourage fareign manufac turers to start their works in Japan for the purpose of enjoying the alleged benefits of protection. There are increasing" signs of schemes for starting industrial warks by Japanese and foreigners in co-operation and this is ascribed by some to the anticipation of the revision of the treaties due in-a few years, which will entail a further increase in the Cus. toms Tariff It is contended that foreign manufacturers have been prompted by the' approaching revision of the treaties to under- take these projects in order to avoid the anti cipated higher Customs duties. describes this opinion as absurd, and declares that the success of the introduction of forein money by the issue of Bonds is uncertain on account of unsettled state of the money-market, and if this uncertainty is increased by the mix. takes commercial and industrial policy of the Government, the procuring of an abundant supply of foreign money in Japan will be com pletely hopeless—Japan Chrontzle.
