OVER TWO MILLIONS. MET. LAST, YRAR

Kimberley, 30th November. The annual meeting of the De Beers Con 18solidated Mines, was held this morningeng 36

Col. Harris, presiding, moved the adoption of the report. After feelingly alluding to Mr. Beit's death and reviewing the company's operations during the past year, he said that the demand for diamonds, which bad been strong for the last seven years, was still visibly 18 increasing. Washing operations bad extended

in order to cope with it.

24

LI

The year's diamonds had realised £5.607,717, an increase of £804,873. In spite of the larger output, the average price was higher. The nctual cash expenditure of the previous year was exceeded by £170,000, but the company had washed a million more loads and bad largely increased its reserve of blue ground on the flors, which at the end of the financial Iz year was 7,096,700 loads, an increase of

2.622,441 loads,

NET PROFIT OF over £2,000,000. The net profit had amounted to £1,103,936, *** an increase" of £138,801, and £1,800,000 had

been distributed in dividends.

Turning to the future, Col. Harris said they were not alarmed nor disturbed at the dis. coveries of diamondiferous deposits in other parts of South Africa, because judging from the work done hitherto the De Beers five mines were of a high grade in comparison with the new properties.

Referring to the statements published certain French newspapers, as he believed for market purposes, representing the De Beers and Kimberley mines as pearly worked out Col. Harris declared that the De Beers mines still had a long life before them. The other thres mines, which had oply recently begun work on a large scale, represented a claim area 10 of more than quadruple the area of the Kimy

berley and De Beers mines combined,

Altogether, including both blue ground and to the floor, they had actually, in sight ground to a total of over 64 million loads, enough to last, at the present rate of production, for 11 years, and representing an estimated output of 6 millions' worth of diamonds. Col. Harris had an besitation in saying that De Beers would Sa producing diamonds on a large scale at the

end of the century. ;

9

Col. Harris spoke strongly on the income tax decision under which miner.were assessed as though they were situated in Cornwall, and declared that unless this inequitable he was Roing to say iniquitous-law were amɩaded #9 7As 10 free colonial industries and domiciled colenials from its operations, he feared 8 might affect the understanding between the colonies and the United Kingdom, and trade, which had invariably followed the flag, might be driven to avoid it..

THREAT TO CLASH LONDON OFFICE. A London office was not a necessity for the and though it was a convenience to companyia vero closed to marrow in 4 would not make any difference to the operations 3 or profits of the company. It would make a 4 considerable difference, however, to the Eng 2lish revenue, as there would no longer be any 8 need for them to enllect, as they had done hitherto, the income tax to which shareholders resident in England were paturally liable.

10

||

|

12 The share registry office would cease to exist, but they could easily exchange the in. 8 scribed scrip into bearer shares, meaning 6 further loss to the English Exchequer in 6stamps and transfer dues. They desired to 5 continue the London office, for. they did apt Swish to weaken but to strengthen the comp

mercial connection, between the Cape and the United Kingdom, but it was too exper. To sive a luxury to prolong its existence at a cost # of £100,000 per annum in additional taxation,

Moreover, if they submitted to this unjust impost, and allowed the English Excliequer to posch on the colony's preserves the Cape Parliament, which was practically taxing its own people in the interests of British trade through the preferential duty system, would have a substantial grievance against the com- pany.

They were looking forward to the Colonial Conference early in 1997, when the matter of the taxation of colonial industries on which all 6 the colonies felt strongly, wou'd be discussed. Meanwhile, the De Beers directors had deferred

5

their final decision, hoping that the conference would induce the British Parliament to redress what was felt to be a glaring injustice.

Mr. Piser, seconding the motion, strongly SL.20 favoured theabolition of the London office forth
