Canton, 4th December.
A telegram from the Canton people residing at Shanghai was received by the Canton Chamber of Commerce, in which they asked the Canton people to dorise means and to make a joint protest against the agreement of the loan for the Cantoo-Kowloon railway, by which it is said that much of the privilege of this railway will be taken by foreigners On the tst inst. a meeting was held in the Canton Chamber of Commerce, at which a resolution was passed to the effect that Chinese capitalists should subscribe to build this railway instead of raising a foreign load, and that the Canton. Hankow Railway Com; any should be con sulted with to aid the sition. They will peti- tion the Viceroy and the Feking Government on the maller and also inform the Chinese lo foreign countries, so as to maintain the interest
of this railway.
OPIUM AND REFORM.
In spite of the fact that the relations for the suppression of opium which were published in our calumas on November 23 have formally received the Imperial sanction, have been officially communicated to the British Legation in Peking and have been circulated among the
Viceroys, they still lack the force of an actual Edict. Until this formality is gone through; it would appear that the native Press is unwilling to comment upon the Regulations and to throw any light upon the feasibility of their enforcement. The omission is all the more regrettable at the subject of the suppression of opium-smoking, all important as it is to the welfare of China at large, has also a special bearing on the course of the present reform movement. bts conspiracy of silence in the native Press and the openly sceptical attitude of Chinese officials and others towards the efficacy of the new Regulations do not augur well for the success of the campaign agisst opium. In this connection I may perhaps be allowed to relate a circumstance coming under my own notice. About 1865 a seafaring friend of mine in Hongkong sold me that he was tired of the seafaring life and wished to put his small cap tal into some sort of business.. Is my humble way I bave presented a fact-a mathematical formula-against the scheme as follows:-730,000 cubic feet! Tim. 27,500: to investigate the data of the Yangtare Com- 1,875,000 cu. ft. : Tis. 75,000. When 1 began pany and the new Company, I did not know what the result would be. I was willing to take the result, either for or against the new scheme. THE OLD DOCK PROPERTY.
Canton, 4th December. During the Viceroyalty of H.E. Shum at "Canton, it was decided that Nanning should be declared an open port, but H.E. Shum delayed. the opening of that part, so that eventually his term of office in the two Kwang expired with Nanning still a closed port. OPIUM DIVAN KERPER'S PROMPT ACTION,
The prompt action of the keeper of an opium divan at No. 28, Nullah Lane, Wanchai, saved
■ building, from being destroyed by fire last night and probably the loss of many lives. The opium divan is situated on the ground. floor of the building, and the fats above are occupied, as dwelling houses. At about half- past gleven o'clock last night the opium divan keeper was about in turn in for the night when how a light through the partition, which, parated his compartment from, the staircase och led to the floors above his building, burning brightly. He rushed out and found the staircate on fire, the dunes creeping steadily but slowly up the stairway. He called to his fokis in the divan, who went to his ass st- Ance and tagether they battled with the flames, totally extinguishing it in about fifteen minutes. The police from No. ↑ Police statino were notified of the occurrence, and Inspector D. Gourlay went out to investigate. He found the staircase saturated with kerosene oil and the place littered with wood shavings. After Inquiries it was learnt that the building was not insured so no suspicion could be sealed on any of the inmates of the house. The con clusion arrived'nt by the police was that some evil-disposed person set fire to the place to get even with an enemy living on the premises. The police have taken the maiter in hand.
