At the present moment the position with regard to the extension of the Settlement is that expansion is taking place gradually on normal times, but under ab definite scheme. The Chinese authorities, in accordance with their general attitude at this joncture in their bistory, affect to resent this condition of things and are seeking to bem in the foreign community of Shanghai by a line of artificially created Chinese "municipalities." It is essential for the well-being of this Settle- ment that provision should be made for its gradual expansion.
