THE FLOUR INDUSTRY IN JAPAN.

PROSPECTIVE-OVER-SUPPLY.

Mr. F. Nakamura, a well-known four marchant of Yokohama, contributes au imerest- fing article to the Chugat Shagya on the flour. milling industry in Japan. Among the principal new enterprises, which are now, being projected in Tokyo and O aka, is the manufac ture of flour, which, it carted out as proposed, will result in a great increase of supply. Whe ther the existing demand for four in this country will justify the starting of so many mills is malter on which serious attention will have to be bestowed. The importation of four and wheat and the domestic production of wheat during the last ten years are tabulated as follows:-

Up to July. 2,616,861 310,050 As shown above, the importation of flour made, with slight fluctuations, a steady increas from 1896 la 1904. The unsrecedentedly large increment in the import of four and wheat for 1903, is attributable to the failure of the do mestic wheat crop in that year. In the fallow ing year, though the domestic yield of wheat was below the average, its import greatly felldana, for Calcutta. off and that of flour was less by nearly 480,000 sacks as compared with the previous year, despite the fact that a Lage demand sprang up on account of the war. In Igns the import wheat again increased owing to the failure of be rice and wheat crops in the country and in anticipation of the increased tariff; but flour diminished by 190,000 sicks as against 1404. Again, taking the figures up to the end of July This year the unport of flour fell off by 420,000 and $50,000 sacks resectively compared with the corresponding periods of 1904 and 1905 Calculate at this rate, the total import of flour or this year will be in the neighbourhood of 1,500,000 sucks which will be a remarkable fecrease on the three previous years.

Although it is an indisputab e fact list, with an annual increase of the population by half a million, Japan is becoming more and mora de pendent on foreign counties in respect to her ood supply, the extraordinary advance in the mport of flour that took place in 1993 can hard. y be regarded as having been caused by ordin ry circumstances. Mark the gradual falling

ff of the import flour since the high-water mark was reached in 1903 without any increase

domestic supply.

Hitherto the Japas Flour Mill Company has been the only large establishment of the kind in apan, but since the beginning of this year no ower than a'x mills have been projected. The arliest projec ed of these is Mr. Masuda's flour hill at Hyon; the second also at lyogo pro- osed by the Japan Seimai Kasha; and the hird is a branch mill at Bynge of the Japan Flour Company. The mills of the Imperial. he East Asia, and the Meiji Flour Cou anies will most probably be situated at Tokyo. It will not be wide of the mark to es imate the daily producing capacity of the six ills above mentioned, when started, at 3,000 acks, which means an annual out-turn of $70,000 sacks. This quantity when compared With an average, amouning to 5,160,000 sarks, or the three years when the largest quan ties were imported, leaves a surplus of ome 1,300,000 sacks, or that of something ike two million, sacks if the estimated quan ity of import for this year is taken into con ideration. The question naturally arises how he Japanese manufacturers intend to dispose f this surplus productios of flour.

It is suggested by sonie that for the surplus Japanese flour the market will be found in China without much difficulty. This, however, eems extremely doubtful, it is manifest that the case at anticipated increase of the supply f Japanese four the ponation of the foreign roduct will be greatly checked, thonga that of heat, will increase to a large extent. The lour manufacturers on the Pacific coast, who Fill practically lose in Japan a customer who A consumed five milling backs flour an- ually, will not sit idly, and will concentrate heir attention on the Chinese market. Of ourse, adds Mr. Nakamura, the duly an in- orted whent will be entitled to rebate in the vent of flour manufactured theretrom being sported, but considering the fact that the apanese mills are largely dependent on American wheat and thi at present there is ot much difference in insight between the span and the Chion porte from the Pacific Ok, the successful disposal of Japanese four China, in competition with the American roduct, will prove no my task. The prospect made gloomier still when it is considered bat the establishment of a flour mill at Hankow nd of mill in Manchuriais now under con. emptation.
