Mess Lamke and Rogge write in their circular of 3rd inst, as follows:-The tempor ary scarcity of small boats alluded to in last circular has not muchi infinenced freights, be cause of the inquiries after tonnage not having. continued. The business of the fortnight does not amount to much, and the market cleres decidedly quiet.
Concerning Saigon, some demand for this port at or at about 13 cents has helped some of the regular steamers to a freight: locally, we have had a fixture at 13 cents. The rate is not good enough to permit vessels to proceed hence to loading port in ballast. Saigon-Philippines, business dont at 26, 24 and 26 cents according to size; a slight further demand is showing.
Bangkok inquiries after outsiders have ceas ed pro tem.. It was reported early in the fort night that the N.Y.K. has renewed time char ters of s.s. PROTESTS BY JAPANESE CONSUL
The San Francisco correspondent of the Audi telegraphs that a reply was made on the 23rd instant by the Board of Education to the Japanese Consul's protest regarding the exclusion and'expulsion of Japanese children from the San Francisco schools. The protest was entirely fruitless. The Japanese Consul sent in a further protest on the same day,
A telegrain has been received in San Francisco stating that the panese overn- ment is taking steps to suppress public opinion in his country against the anti-Japanese movement in San Francisco, The Americans it is stated, show an inclination to disregard the indignation of Japan. In a leading article on the 23rd, the San Francisy Chronicle main- ained that the Japanese are no less entilled to exclude the Americans from their country thun the Americans are to the exclusion of the Japanese. The paper ridiculed the indignation of the Japanese, and approved the course by the Board of Education of San Francisco,
The correspondent believes that, should the school question remain unsolved, the Japanese in San Francisco will be slighted more than fichever by the Americans, while Japan's national
prestige will be seriously affected.

Japanese Cunsul at San Francisco, has repeat- rdly urged the San Francisco authorities by letters and verbally to reconsider their attitude, especially in regard to the exclusion of the Japanese children from schools, but seeing that his representations have not taken effeci, Mr. Uyeno addressed a note again on the zoth instant, pointing out that it was not only alto- gether impracticable to place so, large a num- her of the Japanese children in one school in San Francisco, as suggested, but that the action of the authorities seemed to be proof of racial prejudice and could only be regarded 'as an insult to Japan.
