It is somewbal' instructive to read a German account of German colonisation as it appears In "Das Überseeische Deutschland.". In the first place, the want of nautical expressions and of intelligible colonial phrases is evident | even to the causal student, but this want of diction is certainly made up for by some. marvellous German compounds and by a still more wonderful stratch of colonial ambitions. In the Vorwort, or foreword, we are confronted with this sentence: "Kein Volk is so unstät über die ganze Frde gewandert wie der ger manische Volkerstamm. Any idea, therefore, that the Germans were ever a home-loving- people in the past in shattered by tbls sontesco. Naturally, to revive our notions of colonial his.. tory, we ask when this German.migration bogan, for the growth of that great. German metropolis, Berlin, round the islets of the Sprao on the sandy pisin of Brandenburg, is compara tively moders. Simil. arly we have all known Humboldt, who, by the in South light of recent events, has sown seed América, in South Africa, Karl Mauch (1868. 1871) German explorer, named Kaiser Wilhelm Gold Fields, Mount Bismarck, Mount Mallke in Mashonaland, keeping alive the memory of the protagonists of the Franco-Prussian War; and, no doubt, he was prophet in South Africa. But, so far as colonisation went, we had always imagined that when the German Legion, dis banded after the Crimean War, was netiled in the eastern province of the Cape Colony, and named their villages of Stutterheim, Berlin, Potsdam, Frankfort, Hanover, Breidbach, Braunschweig, etc., it was an early experiment in German oversea colonization, at any rate in South Africa. So, too, when we read about the German firm of Fodeffroy and Sons, who adventured to the South Seat in 1857, we were apt to regard it as a kind of isolated-mer- cantile enterprise, not in keeping with the character of German business men.

It seems, however, that we have to read our history over again to learn what is really meant by German colonisation and by German r under the later are included all colonists. For hardy Norsemen and all dwellers along-the

If this doctrine in really tought and, really believed in throughout Prussia and Germany, it becomes more easy for us to understand the enthusiasm and handshaking given to old Paul Kruger at Berlin in 1884. after the London Convention. Both Kaiser Wilhelm and Prince Bismark were present, and just then were casting eyes upon German South-West Africa, and making much of the blood tie between German and Hollanders. "Will you walk into my parlour?" was the hallveiled invitation to the burghers. The parlour was a wide one adapted to all "germanischen stammer." In its place The Holy German Empire" Edgar Quinet, his stands revealed. "Allemagne at Italie," wrote as far back as 1831:-

This German race is ranging itself under the dictatorship of a people not more enlighten- ed than its other populations, but more acquisitive, more arden, are exactiny, more versed

io affairs. To the charge of that people it confides its ambitions, its rancours, its rapines, its roses, its diplomacy, violence, its glory, its external force and aggrandisement. Since the close of the Middle Ages the force and initiative of the German States passes from south to north along with the whole Lis movement of modern civilisation.
