It will be remembered that a few months ago the treatment of Coinese canlies on the Vinnan Railway formed the subject of considerable discussion in our columns. We understand that the matter was duly investigated on behalf of the French authorities, and the following official statement has now been submitted for publication:-

Chinese, naturally suspicious, were afraid of not being paid or of not being treated properly by strangers with whose methods of work they were unacquainted.

The number of contini employed on the railway during the three working seasonE affords conclurive evidence of their own altitude towards the work, la the winter of 1903-1904 the maximum was not beyond 10,000 to 11,000 and in 1904-1905 it was 14,500. It is evident that if the inhabitants of the country wera convinced that on the Company's works people were ill treated, ill fed, and not paid, their repugnance to come and work would have Increased, instead of diminishing, progressively. To make up for the deficiency of labourers at the commencement the Company tried the experiment of imparting conlies from various Chinese provinces. The experiments did not give very satisfactory results, the en lies thus introduced could not become necli. matized; conficis with the inhabitants led to serious disturbances, and it appears that the local authorities, displeased as this immigration, did their best to get rid of the coolles.
