APPEALS.
Under the terms of a new Order in Coun cil certain changer has been made affecting the British population of Siany, and among these alterations is one which leads to the general consideration of a matter which affects all living in the Far East. It is laid down that in future appeals from the British Judge in Bangkok shall, be heard by a Full Court consisting of the judge and his as sistant. Formerly appeals went to Singapore and were tried before two judges in the Straits Settlements. The advantage of this procedure was that the case came before the Appeal Court for the first time; that is to say, neither of the judges had previously con- sidered the arguments of counsel, and neither was influenced by extraucous matters. naval and military services in Indo China had an unusually busy time, and although Japan protested that she had no intention. of quarrelling with France and had no de signs on Indo-China the energy and bustle continued. New interests arose, however, and
gradually excitement died away. Recently,
a new Parliament was elected in France, and it is just possible that the withdrawal of the first-class cruisers from service in the East is the outcome of some new econo, mical policy on the part of the French Government. It is scarcely likely that M.
