BOYCOTT PROCLAMATION.

ISSUED BY VICEROY SRUM.

The following proclamation was issued by Viceroy Shum Chun Hsuen a few days ago, in consequence of information received by him through the American Consul that boycott meetings are still being held. We are indebted to the editor of the Tsun Wan Yal Po for a copy of the proclamation:-

(1) An Imperial Decree has been issued by the Central Government some time age to the effect that all Chinese merchants must carry on their business quietly, and that all anti-Ameri can feeling must be stopped.

(2) On account of this Decree, I have issued proclamations to prevent boycott meetings, and to stop the publication of all inflammatory articles against the Americans,

(3) I have repeatedly issued proclamations to this effert, and according to a communica- tion received by me from the American Consul
