HONGKONG GOVERNMENT ADVANCEÉ LOAN.

The full text in Chiness of the agreement between Chang Chih-tung and the British Colonial Government in Hongkong was pub. lished by the Universal. Gazelle on Saturday morning, and below we give a condensed trans lation. The agreement consisti of leo a.ticles that the Viceroy agrees with the. Hongkong Government to raise a loan amounting to, the sum of £1,000 sterling on behalf of the Viceroys and Governors of Hupeh, Hunan and Canton and their successors to redeem the Hankaw-Canton Railway from the American syndicate, for which transaction Shang Kung- pan has the sale right, duly given by an Imr perial order. The terms of the loan arc for ten years counting from the 6th October, rgag. The principal and interest of the lean will be repayable in ten annual inilalments and will be £110,000 and the first instalment will be paid on the 19th day of the eighth moon of the next year (1906). Should the three provinces alter paying the 5th instalment fit to pay all the principal and interest, al one time, six nionths previous notice is necessary. When the principal and interest are completely paid the agreement will be void from that date. The rate of interest of the loan is 41 per cent per annum. The repayment will be made to the Treasury of the Hongkong Government at the dates mentioned in the annex of the agreement either by bill of ex- change or in cash at the rate of exchange then prevailing. The security of the loan is the opium revenues in the three provinces of Hepeh, Hunan and Canton. The security shall not be placed as security for other towns than this unless the present loans is first redeemed,

ANSWER 2.

Is plaintif by threats unlawfully induced to make this agreement? According to the un contested statement by counsel for the plaintiff, the latter was at no time threatened.
