The accused Bougouin was once employed by the Japanese Government as a military in- structor, and subsequently he acted as military attaché in the French Legation, of which post he was relieved later on and returned home.. He came out to Japan again in the 26th year
of Meiji (1893), and started a commercial and manufacturing agency.
