with the present case. The most appropriate course is to seize any French vessel on sight not only in Japanese territorial waters, but at Tea as far as within the reach of the Japanese sea power. There is no need of giving notice to France. She would, of course, be entitled to make it a cause for war, and Japan, would only take such a course in anticipation of hos tilities with France. It would be necessary to inform Great Britain previously of the decision of the Japanese Government to take action.
