IN reference to our special telegram from Kwangchowan published on Thursday last, the following item clipped from a northern paper will be lead with interest:-It is stated that the French minister to Peking has paid a visit to the Waiwuyu and told the Board that as the Baltic Fleet is proceeding north the French authorities will send some of the French Fleet to Hsiabianwan, Luchowtao and Tunghaitao of Kwangchow-wan in order to preserve neus trality there.--The Shenpão.
