They chatter incessantly, and the prevailing attitude is one of extreme good humour, for the Russian has the best heart in the world.

We appear to have drifted somewhat from these recommendations and I would suggest the earnest consideration of the matter to the members of this Chamber with a view to re presenting to Government the danger there is of loss of trade. The matter, you will notice, was taken up by the retiring Commillee, but if should not be allowed to rest. Sumilarly, the redundancy of small coins appears to be a growing evil, considerable quantities having been induced to return by our higher exchange from China and elsewhere, so that the sugges tion of Sir David Barbour's Commission might with some opportuneness be again pressed up on the Government.
