as lately in a country town, and, having done some business with a leading dence, "Greencroft, No 9, Robinson Road, Chinese, was invited by that worthy, who was also president of the pak-a-piu bank, to pay a nocturnal visit to the shop where the lottery was to be drawo. This is how the lottery is conducted:-A number of Chinese pool a sum of money varrying from £150 to £300, which constitutes the "bank." Practically, every keeper of a Chinesè fraît, vegetable,or grocery shop, is an agent for the sale of tickets. In too many cases the shop is merely a blind to conceal the real nature of the business. The tickets are about 4in square, and have eighty Chinese characters printed on them. The obliterates tan characters with black ink. The Investor paya sixpence for his ticket, and
got then makes a duplicate of the ticket ar marked, using a spare ticket for the purpose, He then copies the ticket in a book, Shortly before the lottery in to be drawn the agent delivers all his duplicate tickets to the bankers, and pays them the money'received from sub-
scribers.
A BERIOUS BUSINESS.
For drawing the lottery the room is arrang. ed as follows:-Three chairs are placed at a table, and a blackboard is set up. Four small bowls and a large bowl are placed on the table. "Eighty pieces of 'paper, each bearing one of the marks on the tickets, are pinned to the theblackboard. One banker sits at the head of the table, and one at the side. Each of them

has a pile of spare tickets before him. The banker at the blackboard picks off the pieces of paper one by one. Each piece as it is taken is tailed into a ball and placed in the large
bori.
*
When this is finished one of the bankers
distributes the bafis of paper in the four small
bowls, placing twenty in each. Four marked blocks of wood are taken, and one is placed in each of the four bowls Next fur pieces of paper, each bearing a mark corresponding, with the marks on the wood blocks, are rolled up and put in the large bowl. A bystander is asked to pick out one of these balls. When he does so the others are destroyed. The selected paper is unrolled, and the bowl con- taining the block whose mark is the same, as that on the selected paper is taken up, the other three being put aside.
6d MAY WIN £75.
The all is ready for what is called "draw- This document, which was received at täh Headquarters of the Investing Army at 8 pm.ing the bank," The tickets in the selected :bowl are drawn. As each one is drawn the on the 15th inst., had on the back of its bankers at the table mark the characters on envelope a statement written with pencil to the their blank tickets, the banker at the side also effect that Balaschoff would come to the same marking the characters drawn on a clean sheet place where the above messages were handed of paper. The agents then receive from the to our army, at 1 p.m. on the 16th, in order to bankers the ten winning characters, and they
mark them off in their books in red ink, receive the reply.
Major Saito, one of the Staff officers, accom panied by Dr. Triga and Interpreter Kawazu, was therefore despatched on the 16th to the appointed place, Saplikiso, in order to hand over the following reply:-
"Headquarters of the

"December 16th, 1904.

"I have the honour to assure you that, since the commencement of hostilities, we have never deliberately aimed at and fired on any buildings or vessels flying the Red Cross dag from our artillery positions, and as we' all But the greater part of the fortress is not visible
know, shells cantot necessarily be expected to exactly reach the intended points. What I beg to make special mention of is the fact that, owing to your persevering and gallant resist ance, the number of our stray shots is unr. avoidably increased, and I therefore sincerely regret that our shots may possibly strike unex pected points.
When a ticketholder produres his ticket to the agent the latter marks off in red on the investor's ticket the ten winning characters. If the investor is lucky he presents his ticket to the bank and is paid his money.. If the investor has marked only four of the winning characters he gets nothing. Five are worth 15 3d, six marks gs, seven marks £3, 159, eight marks £21, nine marks £37 10s, ten nierks £75. The agent gets his commission from the winners. None of the Chinese appear to know how the values of the different numbers of winning marks have been determined. Questioned on the point, they will tell you that it has been computed so that the bank will win a little on by a very clever Chinaman about 2,000 years the average, and that the calculation was made
ago,
WHAT THE BANK RISKS.
A curious point is that in large country towns the bank is drawn every night at about midnight, quite irrespective of how many tickets have been sold. The bank is sometimes drawn when only 50 tickets have been sold. In such In case the bank receives așa and has £3,750 at risk, for there is a remote possibility that every investor may arike the ten winning numbers. As regards public morality the sweep and pak- a-piu are of the same kind. They differ in

spread of the Chinese Jouery is the more serious menace to society. Not everyone can pend 5 in the purchase of a sweep ticket, but even children and women of the poorest classes can find sixpence for the Chinaman's lottery. The agent's bogus shops are convenient places to purchase tickets, and if the people are afraid to be seen going to the shops, the amiable vegetable baskej man will be their com | missioner.
|
In country towns women of all ages, young girls and boys may be seen boldly entering the office of the bank itself by day, or else fortively sneaking in at night to mark a ticket.
This gamble goes on all the time; there is a | lottery every day, and investors, have only to wait 18 hours at the most for the result, and facilities for investment are brought to the doors of the people. That is the curge of it all.
