JUDGMENT AGAINST THE CROWN.

Mr. Justice Lesile Thornton has given juda ment in the claim of the Crown Lin Ho Pual, owner of the s.s. Flong Muk, for (ntfej. tute for taking chande into the Straits Settle- ments, In the course of his remarks he said

"Sir Matthew Nathan's transfer from the governorship of this colony to that of Hong- kong cannot be said to have occasioned much surprise. There have been whispers for some time that some such promotion was conteni plated, and though no one knew exactly what his Excellency's new sphere of activity was to be, all felt that the moment was approaching when we should have to submit to a change, of administration. Sir Matthew Nathan came to us in 18yo with a reputation earned-as un offi. cer of Royal Engineers, as a lite administrator of the adjoining Colony of Bierra Leone, and es a Colonial Office official. He had enjoyed the confidence of Downing Street, and that confi- dence he has more than justified by busacts. 1.is difficulties here have been great, but Le has that the owner of the ship was in no way privy proved quite equal to the greatest of them, and to the importation, but, on the contrary, his there can be no question that the vast ter-agents and officers had taken all reasonable ritories over which he has presided-74.500 precautions to prevent the importation. E. suceeds at for the action taken in the matter by Capt, Hongkong, will be a hard man to fellow, his Dawson. The claim should be dismissed, but popularity being almost world wide; but Sir inasmuch as the initiation of the proceedings was justified by-law, it would be dismissed without costs.

Matthew Nathan,.I feel. sure, will in his new position show himself as sensible as he has done here of the rights of others. A governor. who does this-who recognises that he is not infallible-usually finds his path cased for him. as Sir Matthew's has been throughout his term of office as a governor in this region, once thought so poorly of, but now.coming to be appreciated by those whib have the ordering of Colonial affairs,"
