We do not know that ever any provision has been made or any law passed, stating that men-of-war are not allowed to repair in Shang hai,

Japan as well as Russin have the right to have their ships repaired at the docks bere, and no one can prevent them from so doing, as every country represented through a consul in this settlement, is as it were living in his own country, and comes under the jurisdiction of same. The Russian ships in harbour at pre- sent are under the jurisdiction of their consul, and so will the Japanese warships be when they come here.

Shanghai through its internationality ruled and governed by a board of consuls and Assist. ed by a Chinese Taotsi, to keep the large Chi- nere population, which has been allowed to settle in the foreign settlement, under proper control, is the only place in the world, where everybody is treated alike, and this right should

be most jealously safeguarded and not be im paired by any power.

That Japan has let a good chance-slip of having her ships repaired here, and as she had a perfect right to do so, is her own fault, should the necessity arise, she will be able to do the same that Russia is doing now. And nobody will raise a cry, or call it an outrage, as the greater part of the press are doing now, be cause it is Russia.

Shanghai can afford to say "let them all come," but no fighting allowed inside treaty port waters.

Shanghai may be considered as a little world by itself specially set apart for anyone and everyone to live peacefully and transact his business, and no disturbing of the peace will be allowed.

The Japanese, however, are trying to raise a storm, which we hope they will not be allowed 10 do.

The British Consul's view is of great value in the present instance, and goes further to prove, that the contention of Japan's right to intervene with the government of our settle" ment is entirely out of place.

We will leave the question of what repairs can and may be effected by a man-of-war in a❘ neutral port entirely alone, as the Russians have as much right to be here as the Japanese as long as they keep the peace, and vice versa. If the entire press of Shanghai would be willing to adopt a neatral tone and not such a warlike one, as "at present is the case, with some of the papers, a great deal of good would te the result,

Shanghai cannot afford to be tumed into a cockpit, as by so doing its commercial pro. spects will be ruined, and anyone assisting in raising trouble or trying to make trouble should be deported.

From the recent leading articles published, I have come to the conclusion that a good many of the editors should look up the treaties and laws under which Shanghai is governed.
