From the highly authoritative source in St. Petersburg to which I have already referred gather further details of the terrible distress which the outbreak of war has caused to the

Tsar.

His Majesty is a nun of high principle and under heart, but his weakness and impression ability are notorious. Even when his intentions are of the very best he is capable of being ted in do things which are quite in the leath of those intentions. And so much is he swayed by others that it might be said with truth that he has never really reigned

Mr. Lessar, the Russian Minister, is said to have consented to the dismantling of the Mandjour and the landing of the Russian crews aboard, but refused to submit the matter in writing.

THE SITUATION IN KOREA. Seoul, 15th March-1 branch of the Dat Ichi Ghako was opened at Payun, sang yester day. It is already doing a brisk business in changing Japanese war notes.

SUCCESSION.

It was generally known through at the town of Chemulpo that the Korpetz would be blown up before four o'clock and everyone sought some point of vantage from which to witness the spectacle. Sandwiched in between Japan and China, she therefore needs either a strong and well-equipped army, so as to present at least a show of resistance in case of attack, or else she must have an army simply for police duty, and rely for safety on the fact that her autonomy is a necessity to both countries, and so leave to them the task uf defending her from attack.
