THE RUSSIAN PEASANT,
The Russian peasants, says a writer, are awful when once aroused, as they have no understanding to enable them to be reasoned with. The mounted Cossacks can handle them up to a certain point, but when the peasants have stood enough they seize the Cossack and pull him off his horse, and throw him on the ground. Ten years ago there was a strike among the workmen at a large mill a little way out of Moscow. The English manager, who was popular with the people, went outside to address the men and try to indu.e them to retum to work. Without uttering a sound, they seized the unfortunate manager, and literally rent him to pieces in full view of his horror-} stricken wife, who was looking out of an upper window. These are the wild hordes that the Moscow students have lately been trying to arouse against the Russian Government. If once they succeed in getting the pesants to rise, Heaven belp these they meet on the way, because these teinble, ignorant slaves of the suil will show no mercy to man, woman, or
child,
THE DEMAND FOR RUPEES IN INDIA:
When the Bombay and Calcutta Mints were closed in 1893 to compulsory free, coinage of silver on private account, the official view was that there was a plethora of rupees in India At that time the native melted his savings of rupees and made silver ornaments of them, knowing that when times were bad he could send his ornaments to the mints to be re-coined into the same number of rupees originally melted to form them. Since the closing of the miats, however, he cannot melt the rupees without loss, because the coins circulate at higher value or, in other words, have a higher purchasing power, than an equal weight of silver bullion. Nevertheless, though melting has presumably been stopped, the demand for new rupees has continued unabated, and gold rather than silver rupecs accumulate in the Indian Paper Currency Departments as resetve against the roles. Recently (according to an Judian authority) both the Bombay and Calcutta Mints have been coining to their full c'pacity, with day and night shifts. Chairman, said -Gentlemen,—The amendment has not been seconded. I may say I do not agree with Mr. Underwood, and I am quite sure the majority of the shareholders will feel that, if we could agree to cut down the amount devoted to renewals and repairs and depreciation we should have done so. It is not an easy task to come before the share holders and propose a smaller dividend, but the primrose way-the easier way-is of course to always make the dividend the same, lonly regret we could not do so on this occasion. I think, myself, the dividend may have been rather too generous in the past, for we ought to build up a seserve. We ought to provide for the re-building of the old building. We shall not bave to do so yet, but the time must come when we shall have to rebuild it. We have to do a lot in repairing and repatching the old building from time to time, and the time for us to rebuild must come, and we should make a great deal more out of it. That will have to be provided for. When we do get larger receipts, which I hope we shall receive when that new building on the reclamation is tenanted, then we ought to build up, in a system atic manner, a fund for that purpose. It would save shareholders a great deal of trouble, and give them a great deal of profit. With regard | to the using up of the whole amount for repairs and renewals, we may not do that in one ba't year, but in the next balf year we may use a great deal more. For instance, if a boiler gives out we have to replace it, and the carpets are an expensive tiem. Consignees of Cargo by the above-named vessel are hereby informed that their Goods are being landed and placed at their risk in the Hongkong and Kowloon Wharf and Godown Company's Godowns at Kowloon, where each consignment will be sorted out Mark by Mark, and delivery can be obtained as soon as the Goods are landed.
Optional Goods will be landed here unless instructions are given to the contrary before NOON, TO-DAY.
Goods not cleared by the 25th instant, at 4 P.M., will be subject to rent
No Fire Insurance will be effected by me in any case whatever.
Damaged Packages must be left in the Godowns for examination by the Consignea's and the Company's representative at an ap- pointed hour.
All claims must be presented within ten days of the steamer's arrival here after which date they cannot be recognised.
No claims will be admitted after the Goods bave left the Godowns.
