In his report to the Government, upon the Education Department, for the year 1903, the Inspector of Schools again draws attention to a falling off in the number of attendances at the Bellios Public School. This be has attributed partly to the doubling of the fees charged in the latter half of 1901, and partly to the competition of other schools. In submitting his report for 1992, Mr. Irving pointed out that it seemed clear the improvement in the teaching at that institution did not weigh with parents against the countervailing disadvantage of increased fees, or counter-attractions elsewhere, and in support of the contention he submitted a tabulated statement, showing the total aver- age enrolment of scholars during periods of four months.
