Five Russian torpedo brats have left Port Said for Algiers. It is reported that they are directed to waylay and search vessels in the Mediterranean for contraband of war.

Japan has issued a reply to the Russian notes of the 24th February, in which she justifies the rupture, especially owing to Russia's ever-increasing military preparations. The Japanese announcement on the fith February that she would take independent action naturally meant open hostilities.

The German Wireless Telegraph Association is making extensive preparations in the Far East to secure the large business which will certainly result from a war between Russia and Japan. Many wireless installations have already been established at Far Eastern ports, and others are in course of erection.

RUSSIA'S BLACK SEA FLEET.

THE QUESTION OF THE DARDANELLES, It is stated that Vice Admiral Skrydloff, Commander-in-Chief of the Black Sea Fleet, bas received instructions within the last few days to hold two battleships, two cruisers, and six destroyers in inst at readiness for departure to the Far East, in case the consent of the Porte be obtained in the passage of the Dar. danelles by these warships. Another repor! says that five battleships are being prepared at Sevastopol for the contingency referred to.

SIR WILLIAM WHITE'S CONCLUSIONS.

In comparisons of the naval forces of Russia and Japan there is generd agreement that the later has superior strength in the squadrons now in the Far East. This is the conclusion reach. ed by Sir William Whate in articles recently published is the Week's Nurvey, when in are enumerued the various classes of modern ships which each of these Powers can bring into i ne. In British administration there is no exact paralled to the Geuro, or Elder Statesmen. The body was founded about seven years ago. It consisted of those men who had served their country well before the present Administration came into force-in fact, when Japan was under a kind 1 feudal system,

Those who had became famous in war or finance or other political departments were formed into a council under the new Con stitution. This council is convoked by the Mikado at any critical time, and the meinbers forming it give him advice as to what course or policy he should adopt. Their decision, however, has no weight over the Constitution they give their advice, but it is not necessarily followed. They resemble our own Cabinet Council shore of its authority.

cannot be said that the speculation has been altogether successful. Sir Henry Blake is apparently not accustomed to wear his heart upon his sleeve. His public utter ances since he cune amongst us

So much the better in our judg. ment. It is clear that he is still studying his new surroundings. It is clearer sull that be is ‚determined he should be known by his acts rather than by his prophesies and promises. But his past record, and the testimony to which we have just alluded, afford the strongest guarantee that his tenure of office in this Is land will be as distinguished and as froitful of good to those among whom he bears rule as is career has been in other offices in which he has served His Mijesty, And in this con- nection it is gratifying to note the intelligence that he will remain amongst us for more than the two years which it was at first thought was the limit of his intended stay.
