THE mad steamer Clallam, Seattle (British Columbia), foundered in a fierce gale, lour miles off Victoria. Of those on board 3 were drowne 1. The seas breaking on the vessel ex tinguished the fires, and the steamer became unmanageable. The women and children were placed in three lifeboats, which capsized. All those who were in the boats were lost. Tags rescued 33 persons who remained on board the loundering vessel.

PLEASANT New Year's weather, intensely cold, but dry and bracing, prevailed throughout England on the 1st ult., and in many places skating was enjoyed. The thermometers in the Royal Gardens at Hampton Court Palace re- gistered 14 degrees of frost. Every piece of stagnant water and all the ornamental waters in Bushey-park, Hampton Court-park, and Richmond-park was covered with ice over two inches ia thickness.

THE War Office authorities are greatly perturb ed about the condition of the Volunteer force. The commissioned ranks for a long time have been below their standard. And there has re- cently been an increasing exodus from these ranks, particularly in the larger towns. As a result, many regiments are so understaffed that they can with difficulty take part in large oper ations. In addition to this, the finances of many of the corps are in a somewhat depressed state. It is stated that Mr. Arnold Forster has a scheme

THE last examination of British officers in languages provides one or two interesting lessons. It shows, for instance, how thorough- ly Russian is neglected as a subject of study, though it la well known that the War Office regards it as a matter of moment that as many officers as possible should qualify in that tongue. No doubt Russian is unpopular on. account of ita difficulty as a language. French is still the language which is most largely cul- tivated by our officers. In all 48 officers passed the linguistic test at the last examination, and of these 15 have qualified to act as interpreters, Of the 48, 33 qualified in French, 13 in German,

Gentlemen,--The directors have now to sub- init to you a general statement of the affairs of the Rack, and balance sheet for the half-year ending 31st December, 1973.

The net profits for that period, including $1,435,683 17, balance brought forward from last account, after paying all charges, deducting interest paid and due, and making provision for bad and doubtful accounts, amount to $3,771,886.08.

The directors recommend the transfer of 1503,02 from the profit and loss account to credit of the silver reserve fund, which fund will then stand at $6,500,000,

After making this transf and deducting remuneration to directors there remains for appropriation $3,256,886 08, out of which the directors recommend the payment of a dividend of one pound and ten shilings sterling per share, which at 4,6 will absorb $533,313-33, and a bonus of ten shillings sterling per share, which at 416 will absorb $177.777.78.

The difference in exchange between 4/6, the rate at which the dividend and bonus are declared, and t/87, the rate of the day, amounts to $1,128,108,89.

The balance $1,417,366 08 to be carried to new profit and loss account.

CHINA NEW YEAR HOLIDAYS.

It has enabled California manu- facturers to enter the Australian market and so increase competition there, but our share of that trade is not of great importance. The British and some of the Continental Governments have entered protests at Washing- con against that particular piece of legislation as contrary to the declared "open door" policy of the United States in regard to the Philip pines. We are sceptical, however, of any use. ful issue of this protest unless the bill can be proved to be in violation of treaty. A mere appeal for consistency, I fear, will not be cogent enough to force a repeal of the law in these days of so much popular discussion of closed doors and retaliation. The cstensible object of the Lill was 10 promote Philippine trade and to benefit the American farmer. 1 venture to say nothing has been gained to- wards these ends although consumption, it is true, has increased, but the American cordage industry has been able in 1973 to get its supply of hemp for balf a million dollars, gold less than it would otherwise have done, and this at the expense of the nation generally. The factory and its machinery have been kept in a thoroughly efficient state, and we anticipate no call in the immediate future for expenditure on increased plant. The machinery was in operation last year only 223 days out of the 300 odd working days, so we have some room for expansion yet to meet increased calls for our manufacture. Before moving the adoption of the report and accounts, I shall be pleased to answer any ques ions.

CANTON NOTES,

Canton, 5th February Yesterday was the day on which all the fore- igners were to be kii'ed and Shameen burned. The day passed off quietly. It is evident from the way in which both Chinese and foreigners treated the matter that it was regarded as a joke. The foreigners moved about the city as usual and the Chinese were undisturbed. Yes! terday was also the opening of Spring accord. ing to the Chinese, and a great gathering of people occurred outside the East gate on the parade ground. The Nam Hoi and Fun U magistrates were present and the Kwong Chu Fu. The paper ox was on hand and after the ceremony of plowing had been gone through the crowd stoned the paper ox. These are various superstitions connected with the ston- ing of the ox. Some believe that to hit the ox with a stone will insure good crops. Others say that small-pox and other diseases will be less likely to attack the person who hits the ox. The day was fine and the people enjoyed the holiday, and gave little thought to the destruc- tion of the foreigner.
