It is thought that war is not likely to ensue unless Russia makes an attack on faran in South Korea (where the Seoul-Fusan Railway operations are in progress), or pan makes an an attack on Russia in Manchuria.

The Kobe Chronicle, of 9th inst, savs-Yes- erday there was a romour in Kahe that lap- anese and Russian war-ships had come inte collision off Tsushima, and that the Japanese had proved victations. It was a mere canard, however, probably arising from the fact that the Japanese Squadron was reported to have left Sascho for an unknown destination, and that two or three Russian war-ships had pre mously been reported to have left Vladivostok for Port Arthur. Of course, a collision wou'd not be impossible, as over-zralous officers might be tempted to act without orders in the present strained relations, but we think a con- flict will not be forced in that way.
