The Russian Commercial Telegraph Bureau at Berlin learns from St. Petersburg, that Admiral Alexeieff has already forwarded the Russian Note to the Russia Minister at Tokio, who probably will hand it to-morrow (i. e.. to. day, the 6th.-The Editor) to the Japanese Government. Well-informed circles of St. Petersburg are convinced that Russia will not break the peace. It is reported that Russi accepts in her last note Japan's demands with regard to Korea, but Russia has added some conditions,
