The Crisis.
Tokio, izth December.
Baron Rosen, the Russian Minister, informed Baron Komura, the Foreign Secretary, yester day evening that Russia is prepared to enter- tain Japan's latest demands. The final reply, which is expected instantly, will encourage the resumption of negotiations, after yesterday's telegram.
It may be relied upon that, despite the trickery of the parties in the Lower House, the Goverment's position is stronger than before, as it has a special mandate from the Emperor to consummate the pending negotiations.

The Cabinet remains in office, resolved to continue its efforts to solve the present diplo- matic problems.
Mr. Kurino, Minister to Russia, cabled the long-awaited reply of Russia on the roth. While the details are not yet known, it is, re- ported that further conferences between Baron Komura and Baron Rosen are necessary before
a final settlement is reached.
The effect of the dissolution of the Diet in business circles is favourable on the whole, as it is considered to indicate that the solution will be peaceful.

Much is expected of the new Rowing Captain, Mr. Frank Lammert, an old Hong kong oarsman. His 3 wins in the two previous days' racing were very popular and will go a long way to show the junior men that an experienced cox and coach, malgré weight, is superior to a light man who can merely steer straight. The winners of the Chairman's, Par- see and Chinese Cups owe a good deal of their success to his painstaking coaching,
Another valuable acquisition to the Club is Mr. Edgar Shepherd. Old sports will remem. ber his success as an oarsuian in former Regattas. The Committee would do well to appoint him to a seat on their Board if he will accept it. Why not have a Rowing Secretary in addition to Mr. Austen, who is Secretary to the Club in general? Shepherd would be just the man for it and this assistance: would doubtless be galdly welcomed by Austen, who has had a lot to do one way and another. The latter is an excellent man in his
place as is evidenced by the bon camaraderie now prevailing at the V. R. C.

In requesting Mrs. May to present the prizes, Mojor Chapinan made a short speech, in the course of which he stated that the ladies' day had been the best of the Regatta. All the events had been closely contested, one of them
