LoNnos, 11th December, Reater's Agency at Tokio wires that the House of Representatives have adopted the reply to the throne without a division. The reply accuses the Ministry of a temporizing policy at home and a neglect of opportuni- tics abroad. This is regarded as doubly significant because hitherto the reply has only been a formal expression of thanks to the Emperor.

In a leading atticle on the subject, the Standard emphasizes the fict that Russia has accepted very grave responsibility in obstinate ly adhering to a policy of aggression, and declares that the Czar's Government will incur the condemnation of the civilized world if it allows the present tension to continue.

With the money already received have bought a quantity of sweet potatoes and some wadded garments.
