Tokio, 22nd October. The leading Japanese journal interprets the sentiment of the nation as follows:-
Concerning Manchuria nothing is asked be- yond-Russia's discharge of her treaty promises of military evacuation and the open door. Ja pan does not object to Russia's retention of Port Arthur and Dálny, or to her guarding the railways, which are welcome factors in material | progress.
Concerning Cores, Tapan will not suffer any country to lay a. finger thereon, since her special position there is generally recognited. Japan sincerely desires peace, but not peace at any price; and she reminds Russia that Japan, in this matter, is the n outhpiece of many
nations,
The diplomatic situation is unchanged at. Tokio; the negotiations are progressing.

They have become so numerous that little or no notice is taken of them, unless they are of a very bold nature. Blackmail is also being levied along all the rivers and many of the villages find it cheaper to pay a large sum to the head of the robbers than to run the risk of being held up. This is the case in the Shun Tuk district, where so much silk is produced. One reason for the boldness of the bandits is that the Viceroy has drawn off so many men for Kwangsi that the home force has been weakened. However, orders have been given to the different district magistrates to catch the robbers, but in some places they are more, numerous than the soldiers and very few of them have been captured. It was only a few days ago that the chief of the robbers sent a letter to the Tang Kun magistrate de- manding $4,094 and, if the demand was not complied with the yamên would be burned on a certain day. The magistrate was alarmed and called in all the soldiers to guard his yamen and the robbers quietly looted a large village a few miles distant. In a leading article which appeared in the Shun Pao on the 23rd inst, the importance of Viceroy Tsen's order to search for smuggled arms is pointed out in detail. Notwithstanding the efforts of the energetic Viceroy, the Kwang- si rebellion is still raging, and the rebels are. even better armed than, the Inperid troops. The question; therefore, 'mises as to how the rebels get their supply of arms In answering the question it is emphatically pointed at that there are only two sources from which they can get all their arms; namely, from the disbanded soldiers and crafty merchants. The disbanded soldiers of Marshal Su and ex-Governor Wang are, in a large measure,
responsible for the present situation in Kwangsi. During the sti, ulations of the l'eace Pro- tocol, ali importation of arms from foreign countries into China, was strictly prohibited: Hence merchants, engaged in this kind of
