The War Cloud in the Far East.

LONDON, 23rd October.

For the last few weeks quite a large num- ber of Russian torpedo-boat-destroyers have passed down the Channel from the Baltic bound to Port Arthur, and yesterday four destroyers left 'Brest for the same destination and two torpedo-boats for the Mediterranean. Japanese gunboats have been stopped from going into winter quarters at New- chwang by telegrams from Tokio.

LATER. Owing to fears of war, Lloyd's insurance rates to the Far East have been doubled since yesterday.

Reuter's Agency at Tokio wires that the Minister for War, Marine, and Foreign Affairs, had a long conference with the Premier yesterday afternoon.
