Before the British Association, Sir Robert Giffen read a lengthy paper before the mom- bors attending the Econurale, Science, and Statistics section on the wealth of the Empire, and how it should be used, his purpose being to initiata, a discussion on the subject of the expenditura. of the aggregate wealth of the State The income of the people of the United Kingdom was placed at £,730,003,000, and the aggregate wealth, at, about £15,000,000,000 whilst the aggregate income of the whole Em- pira was placed at £3,130,000,000, including £270,000,000 for Canada, £210,000,00 for Australasia, and (600,000,000 for India. The corresponding capital for the whole Empire was assumed at £22,250,000,00%, including £350,000,00 for, Canada, £1,103,000,000 for Australasia, and £3,000,000,000 for India. Tak- ©ing £1,386,000,000 as the sum expended at the present time, he arrived at the following results. Food and drink, £469,000,000, or 34 per cent, dress, £182,000 0co, or 13 percent.; house £213," 1,0:0,000, or 16 per cent.; national services,
£183,000,000, or 13 per cent.;.miscellaneous (including education), 130,00,000, or 9 per cent.; cost of distributio, £200,000,000, or 15 per cent, Discursing the question of what expenditure should be the first point raised, said Sir Robert, relates to the food and drink bill. It is suggested that there is probably, economic waste in some directions, especially in the expenditure by the artisans and wealthier classes on meat and alcohol, but equally there are large numbers of the people insufficiently fed, though we may not accept fully the recent instances commonly made from the writings of Mr. Rowntree and Mr. Charles Booth. Atten tion is drawn to the economic golf separating the United Kingdom and the self-governing Colonies from India and like parts of the Empire occupied by subject races. We find that 42,900,000 of people in the United King--| dom consume in food and drink alone, if we My take the expenditure at the retail point, an
amount equal to the whole income of 300,000-|| ooo of people in India.

The extent of the heavy shipment to Japan was due not to a legitimate demand from Japan spinners, but to the enormous quantities sent on consignment? These were so large 'and' so much in excess of Japan's requirements that on the 1st October, 1901, there was a stock in Japan of about 250,000 bales, Japan spinners bought considerably of Ameri- can cotton early in the season, while the very large Chinese crop and the low Chinese ex-D change which stimulated exports” from China enabled Japan to draw large supplies thence, her import of Chinese cotton, amounting to about 270,000 bales, She was all the moro impelled to this by the relative cheapusas of Chinese cotton.
