This news has a particular importance at the present time, when war seems so probable, and its gravity is not lessened by the fact that the nation who is to continue the control of this big work- 'shop and gun-foundry is an ally of Russia. Several weeks ago. The Foochow correspond. ent of the Universal Gazeffe stated that the debts of the Foochow Arsenal to the French have accumulated to an amount of three million taels and if another two million taels was added, the establishment would become the property of that nation. Delcasse's demands; and this information adds con siderable weight to the recent statements made by one of our Northern contem- poraries to the effect that, for some time past, it was freely rumoured in Peking that the Minister of a Power, who shail, for obvious reasons, be at present nameless, called lately at the Waiwupu to ask whether the report that the Central Government had mortgaged the Foochow Naval dockyard and gun- foundry there to the French for a certain sum of money was true. "If true," said the foreign official, then I beg to demand on behalf of my own country the loan of one of your Southern Arsenals, and also certain forts which will be named in detail when the time comes." On the 17th inst., the M. C. Daily News reported that, according to news received from Foechow, the settlement of affairs at the Arsenal there, which is now accomplished, has not been effected without some friction. On the 8th instant the Arsenal was reopened as promised,

Doyère was no longer director of the Arsenal, and that all the mission were enjoined to take no more orders from him." The paper continues, "On the morning of the 8th, M. Doyère addressed the French members of the missson, saying that he still considered himself under contract to the Chinese, but that as he had been ordered by M. Delcassé and M. Dubail to give way he would do so temporarily, but they would. find out their mistake before long. He re- fused, however, to give up to the Chinese or to his successor, M.
