The Balkan Trouble.

LONDON, 16th September. Six classes of Reserves belonging to the Bul- garian divisions on the Turkish frontier, to the number of 20,000, have been called out, The Standard's Vienna correspondent says there are signs that the Powers contemplate an international naval demonstmtion at Salonika.

Mr Balfour on Free Trade. Mr. Balfour in a pamphlet on Insular Free Trade says the fiscal reformers fifty years ago failed to see that the world would reject free trade; he admits the increase of British trade but denies its proportionate growth to wealth and population; he recognises the great evils of protection and that we are bound to seek some mitigation of the evils thereof; the only way being by negotiation instead of appealing to theories in which foreign nations did not believe we must use fiscal inducements which we thoroughly

understand and our first and most essential

object should be to rid ourselves of the bonds in which we had gratuitously entang led ourselves; the precise manner of then using our regained liberty must be the second

ANNUAL REPORT.

The report for presentation, to the share Murray Rumsey and several of his friends, holder at the twentieth ordinary general meet. including the Puisne Judge, His Hon., to be hid at the offices of the Company, on Saturday, the 26th day of September, 1993 at noon, is as follows:-

gathering of his friends was held at the Hongkong Club, where Capt. Rumsey's school mate of years gone by, the Hon. Sir H. S. Berkeley, proposed the health of their departing friend. In the course of his remarks he men- tioned that he had known Capt. Romsey from the time they were school boys together, and it was ont until he arrived in Hongkong that he again made his acquaintance. He was a man whom they held in high esteem and respect, and one who had made many friends in the Colony which was losing a ried and most trustworthy servigt. But no man was indispensable; and al though it might appear difficult to filthe vacancy created by his retirement, Sir Henry thought that in air. Basil Taylor they were fortunate in

The attitude of Mr. Chamberlain in view of the pamphlet is much discussed; it is not believed that he will resign merely because MF Balfour ignores the question of preferential trade but rather that he will be content to await developments without forc- ing an issue.

HIGHWAY ROBBERY

AT PORFULUM ROAD.

The General Managers have now to submit to the shareholders their report on the twentieth year's working of the Company, ended 30th June, 1903.

After paying all running expenses, premia of insurance, remuneration of consulting com mittee and auditors' fees, there remains a net profit, including $43, 80.93 profit on sale of the 8.5. Formosa, of $112,781,63, and with the con- sent of shareholders, it is proposed to appro- priate this amount as follows-

"To pay a dividend of 6 % on the capital of the Company, absorbing $60,000.00, to transfer $1,100.93 to Reserve Fund, which will then stand at $185,000 co and to write off the balance of $41,680.67 from the values of the Company's properties on the 30th June last."

The steamet Formos: was sold in June last at a fairly good price considering her age, and that she was now too small for general purposes. During nearly the whole period under review we have had to contend with very depressed condition of trade together with increasing competition, but we are pleased to report that the Company still commands the esteem of shippers, and with a revival of trace, are quite confident of maintaining our position on the

Coast..

All the steamers of the Company have under- gone the usual annual Government survey, and are in efficient condition.

The amounts appearing as freights due and accounts receivable on 30th June have since been collected.

CANTON NOTES.

(From Our Own Correspondent.)

CANTON, 16th September.

THE TROUBLE IN THE CITY, Upon further investigation I find that the scare in the city is caused not alone by the fear of the rescue of the robber chief by his friends

The officials are genuinely scared!. They fear an uprising and are taking every precaution to prevent it. At this time of the

year there are several festivals and the worship of two or three idols have special prominence this month. Orders have been issued that no crowds are to be allowed. The police have special orders to prevent crowds about guild balls and temples. These are to be scaliered at once. Certain gatherings to worship idols were forbidden. The officials were also for- bidden to take any part in the festivals. The street guards have been doubled. The ex- aminations are coming on soon, and as the students bring a large number of followers, orders have been issued that all strangers are to be searched. Some time ago I reported that numbers of people from Wai Chau were crowd- ing into the city. These men are still coming, They are believed to be members of the Triad society. Whether we ate to have trouble of not afraid is very evident. Some of the gates have remains to be seen. But that the officials are been closed as early as two o'clock in the after- noon. At first the closing began at seven o'clock, then it was changed to six and later all the gates were shut at five o'clock. The officials would not act in this way unless they were convinced that some trouble threatened.

WOMAN SHOT.

A Chinese woman was brought to the Canton Hospital yesterday suffering from a wound maile by a shot from a revolver, The woman was kept by a Frenchman on Ilonam and is likely a die from the effects of the wound received at the bands of this man. His story is that he took the revolver to shoot a dog, but that in taking the revolver from his packet it went off accidentally and the woman was wounded.

THE S.S." ROHILLA MARU“ COLLISION.

The board of inquiry appointed to place the blame of the collision of the Rohilla Maru and the Quarter-master Collier No. 3 has pre- sented its report to the Collector of Customs. The report places the blame on the former. vessel, giving various reasons for the same, the too much headway; that her captain erred principal ones being that the Rohilla had in crossing the bow of the transport Logan instead of going astern, and that the launch, having a tow, should have been given the right of way.

Captain Bishop, of the Rohilla Mary, has been with his Company for many years, but this accident will probably cost him his job. TO-DAY'S INTELLIGENCE

The better feeling in the market reported within the past few days has not been sustained for stocks all round.
